It's the 1st family trip and Arthur gets to choose. He chooses going to Washington, D.C. and D.W. thinks that she's going to be bored until she accidentally runs into the president of U.S.A.

It's been established through several episodes that D.W.'s full name is Dora Winifred. So how can Dad shrug helplessly when the White House security guard asks her full name?
(A Chinese farmer picks up an envelope lying in the water.)
Chinese Farmer: A note from Principal Haney. Eww!
Arthur: Remember what happened last time we went to a place D.W. saw on TV?
(In a flashback, a commercial airs on TV with Santa in a sleigh flying over a sunny igloo beach...)
TV Announcer: Come to Santa's Igloo, where Santa spends the summer!
(Pal sticks his tongue out. Later, on the road, they pass a billboard for Santa's Igloo...)
D.W.: What's it say?
Arthur: "Share a sundae with Santa and his friendly reindeer."
(They get there, only to find that the place is just a fake igloo facade with a fake-looking Santa actor that appears to be a slob.)
Santa: Ho, ho, ho. Didn't you bring me a sundae? How can you share a sundae with Santa if you don't bring a sundae to Santa?
(Only D.W. is smiling, the others look astonished.)
Secret Service Agent: That's it? Initials? Didn't you give the kid a whole name?
The president is never named, but it's clearly a caricature of then-current president Bill Clinton.
