No, it's where Arthur is invited to Francine's birthday party (being held at Muffy's house) and Buster tells him a rumor that Francine is planning to kiss him at her party. This horrifies Arthur but he still goes to the party the following day. At the party, they pull names out of a bowl for a kissing game. Francine's name is drawn, followed by Arthur's (his was the only name in the boy's bowl). Arthur is blind-folded and waits in the garage for Francine to come in and kiss him. D.W., who knew of Francine's plan, shows up just in time and puts Pal in the garage. Pal licks Arthur, he thinks it's Francine so he takes off his blind-fold just as she actually walks in. Arthur runs away and escapes. He later thanks D.W. and Pal, who gave him his kiss.
