Lisa Lorain is clearly a parody of comedian and tv personality Roseanne.
Even though the brainwashed Lisa Lorain refers to herself as "Mighty Mom", the credits dub her "Rolling Pin", a classic weapon for an angry cartoon housewife.
Joker: Up, up, and away!
Joker: Pizza deilvery.
Lisa Lorain: I didn't order any pizza. (Sniffs it) But I'll take it. How much?
Joker: It's on me. (Opens the pizza box and it shoots out knock-out gas)
Dispatcher: Disturbance reported at the top of the Crown restaurant. Suspect is a male costumed extremist armed with what appears to be a... ketchup gun.
Batman: It's going to be one of those nights.
Joker: What would the common folk do without my pranks and antics?
Batman: Let's find out.
Pack Rat: Okay, everybody! Empty your pockets! I want gum wrappers, loose string, those little balls of lint. None of that cash stuff!
Condiment King: Come, Batman. Let's see if you can cut the mustard.

Andrea Martin, Grant Shaud, and Stuart Pankin are actors noted for their comedic performances. Shaud is most remembered for his role as Miles on Murphy Brown, Matrin was in many acting troupes and is well known for playing Aunt Voula in My Big Fat Greek Wedding, and Pankin can be noted as playing Earl Sinclair in Dinosaurs.

Title: Make Em" Laugh was a song performed by Donald O'Connor in the classic 1952 musical, Singin' In The Rain. It bears strong similarities to the song Be A Clown, which was used for the title of another Batman episode involving the Joker.
In this episode, when the female comedian leaves her couch to answer her door, on her television, you can hear the Riddler's commercial from the episode "Riddler's Reform."
