Interdiction seems to have more final or terminal meaning.

Sounds like a plea to stop a planned terminal action of some kind.
So I think this is a plea to punish rather than terminate.

Is reason for the planned punishment or interdiction
OR its the reason why punishment is preferred over interdiction.
They = whomever the planned punishment or interdiction is directed at.
And I think "They" are the Raiders, who found at least one of the final five leaving with the humans, and thus refused to attack further.
