    I think these lines are related.

    Looking up punishment and interdiction in the dictionary ...
    Interdiction seems to have more final or terminal meaning.

    "Please, cut the fuse."
    Sounds like a plea to stop a planned terminal action of some kind.

    So I think this is a plea to punish rather than terminate.

    "It is not much consolation that society will pick up the bits,"
    The masses will not care either way
    except maybe the "eight modern"?

    "They will not harm their own"
    Is reason for the planned punishment or interdiction
    OR its the reason why punishment is preferred over interdiction.
    They = whomever the planned punishment or interdiction is directed at.

    And I think "They" are the Raiders, who found at least one of the final five leaving with the humans, and thus refused to attack further.
