This is an allusion to Steve Urkel, from the 1990s sitcom, Family Matters. Urkel was an intelligent yet accident prone nerd, who always wore thick glasses, suspenders, and snorted instead of laughed. It also alludes to rapper Sean Combs, also known as Puff Daddy or P. Diddy.
