Part of the success of this show was its blend of serious themes and light-hearted banter. (It's by no means unique in that respect; "Lou Grant" came to mind with this one.) On the one hand you have the serious problem of an abused wife. The fact that her husband is a cop makes the story more complex. Cop loyalty initially has Samuels hesitate about doing anything about a vague complaint. Lacey, who's known the suspected wife-beater for some time, discusses the problem with Harvey and Cagney, and gets different reactions.
