We learn that the new Bio-Dread Laccki was created by Overmind to spy on Lord Dread for signs of "organic weaknesses", such as emotions.
Blastarr has the ability to mimic voices perfectly.
Laccki: You wish something, Lord Dread?
Lord Dread: No, Laccki.
Laccki: I am Laccki. I live to serve.
Lord Dread: (suspiciously) Yes... and who do you serve?
Andy: Your Captain's vaunted reverence for life is practically legendary. He could no more kill me in cold blood than you could fly in the air.
Hawk: (smirking) I'd rephrase that, if I were you.
Lord Dread: Though there has been delay in the progress of Project New Order, the dream continues, just as you taught me, Overmind. All things that are of the flesh shall be pared away- the Day of the Machine is inevitable, for the forces of history are with us!
Overmind: But more than flesh must be eliminated- emotions are not of the Machine. You must work harder to cast them aside.
Lord Dread: I... I don't know what you're...
Overmind: When you are not in my presence, you have exhibited anger, rage, sadness, compassion. Beware of these things, Dread. Seek out my help when the weakness strikes.
Lord Dread: I will remember! My thanks, Overmind. Praise be to the Machine!
Andy: Well Jim, I think we passed the audition.
Pilot: So many concepts they didn't teach in the Dread Youth. Will you explain 'love', Mentor?
Mentor: Specify form of love- parental, sibling, friendship, camaraderie, lovers?
Andy: (when questioned by Captain Power) The name's Andy Johnson. My partner and I have been fighting Dread our own way and we heard about you. So I thought I'd come by and see if you guys were good enough to join us.
Scout: To join you?! Tank's right, scrag 'em!
Blastarr: I need your body, organic. I permit you to live- for now.
The Bio-Dread Laccki makes an appearance in this episode, but Don Francks, the actor who usually voices the role, is not credited, and it is unknown if he voiced the role here, or if someone else did so.
They had planned to do a second season of the series, and the character Andy Johnson was supposed to join Captain Power's team with the codename TNT, using the Power Suit that was being held in reserve. Unfortunately, when the series was cancelled from lack of funding this never happened.
