While clearly not as strong an episode as The Mysteron before it, it does provide some important information regarding Captain Scarlet and his new powers of retrometabolism which will, of course, be important throughout the rest of the series. Unfortunately for the Director General of the United Asian Republic, the Mysterons succeed in assissinating him, although its more by luck that his plane clipped theirs and crashed rather than any sort of pre-planned action. It's a shame that when the Director General, who we're told rules 200 million people, is killed, we don't get to see the aftermath or the dire consequences that Colonel White mentions. Indeed, we're not even told explicity that he was killed until a much later episode.
Interestingly, this is only the second episode, but already Scarlet has managed to die three times. Twice in The Mysterons and once here. A solid episode with a few problems but there are better in this series.
