On February 4, 1999,
Amadou Diallo was shot 19 times by plainclothes police officers who thought he was reaching for a gun when he was actually reaching for his wallet. Diallo's English was limited and he may have thought the police were trying to rob him. The police thought he was a wanted rapist, but it turned out to be mistaken identity. The officers involved were tried and acquitted of all charges.
