Because, although there are people on here that rate each episode honestly, there are plenty who decide they love a show and go through every episode indiscriminately rating each one 10 out of 10. As the score is worked out from an average (so people who are rating honestly will then lower the score of an episode from 10) you're left with the two episodes no one here is likely to have ever seen being rated the highest.
There's not a lot we can do except ask to see if the ratings can be purged for these episodes, I may try that when the admins seem less busy with changing the submission system.
