Joe Ochman plays Makuramon in the style of the late Roddy McDowall.
The voice that talks to Impmon is later revealed to be Chatsuramon. In the Japanese version, it was the Digimon Sovereign who reached out toward Impmon.

Makura is the name of a Deva of the West, symbolized by the monkey.
Makuramon's shapeshifting powers are a wink of sort towards Kong, the Monkey King of the chinese "Journey Westward" which was inpiration of shows like Dragon Ball, Monkey Magic & few others.
Makuramon's roles was from Kaorwu/Tabris of Evangelion, pretty much to fit in with the kids to further his own plans.
Mush censoring was used in this episode, especially to the Tokyo Captial Building {Where Hynpos is lovated} after Makuramon overloaded the Hypnos mainframe.
During Vikaralamon's rampage, among the Digimon seen in the rip in the sky are MetalSeadramon, Okuwamon, Devimon, DarkTyrannomon, Seadramon, Whamon (first view), SkullGreymon, Mammothmon, Snimon, SkullMeramon (second view), Tortomon, Airdramon, Gesomon, 2 Octomon, and 2 Tyrannomon (third view).
