Vinnie says Doogie is a bigger pig than him after Doogie talks up a girl but won't ask her out to a New Year Eve Concert. Doogie gets to evaluate Vinnie's opinion first hand after the girl decides to get plastic surgery and Doogie see the end results in advance of the surgery. Meanwhile, Ray's youth councilor turns out to have two major secrets that can cost him his life different ways.
