A worker from other world is supposed to change jars filled with souls from bad people, but his carelessness led to overfilling one and the machine exploded, not only mutating the worker into a beast called Janemba, but also affect entire Other world. Grand Kai send Goku and Pikkon to investigate what is happening at the Checking station and what they see is an entire world of crazy. While Pikkon tries to free king Yama from the glass prison, Goku battles Janemba in hell. Cell does not appear in this movie despite all of the other previous villains escaping from hell.
The events of this movie cannot be placed even in the anime continuity and probably has the most plot holes of any of the movies. Since Baba brought the dead Goku to Earth, Goku has never been on the Supreme Kai's planet. After the death of Vegeta, Gohan was either thought to be dead or on Supreme Kai's planet, and Chi-Chi, Bulma, and Videl were either searching for the Dragon Balls to wish back Vegeta's victims or on Kami's Lookout. Not to mention Shenron can only grant two wishes at this point, not three.
Goku tells Janemba he is the only one aside from Majin Buu who made him go SSJ3, which means Goku already fought Majin Buu in this episode. also, Vegeta here is dead (the halo), which means he is still dead. This means this movie happened within the Buu saga.
Part of Veku's voice sounds exactly like King Kai's voice. That's because Goku and King Kai are done by the same actor.
When Vegeta joins in fighting Janemba, Goku uses instant transmission to transport himself and Vegeta to an isolated area to learn to fuse. However, unlike the Supreme Kai's instant transmission, Goku is only limited to reaching areas with life. For example, the reason Goku was able to reach Kame house during the Trunks Saga was because Roshi and Turtle were there.
During Gohan's fight with Frieza, Captain Ginyu can be seen in his frog form. However, he is incorrectly colored dark brown, instead of bright blue/green.
Although Shenron remains summoned throughout the movie, the skies alternate between dark during the Shenron scenes, and light during the rest of the movie.
Goof: Goku's top suit is completely ripped after a fight scene as a Super Saiyan 3. In a later shot, the right side is undamaged!
(After the battle is over and the fusion has worn off)
Goku: Vegeta, thanks.
Vegeta: For what? I should be the one thanking you.
Goku: Nah, what do you mean? I loved every minute.
(Vegeta's body disappears)
Goku: Goodbye, my friend.
Janemba: Janemba! Janemba!
Goku: Oh! You like me, don't you? I'm the one you want to fight, aren't i?
Shenron: Is some one going to make a wish or what?
Hitler: Regroup men, regroup!
Kid Trunks: Hey Goten, lets give him a little scare and turn into Super Saiyans.
Hitler: Blonde hair, Blue eyes, super strength, why aren't we Recruiting them?
Veku: (Talking to Janemba, after being beaten up by him) Are you out of your mind horn head!? You beast! I'm the ultimate warrior combo pack! Heh!
(Janemba starts punching Veku like a boxing bag)
Goku: (Turning into Super Saiyan 3) Raaaaaaaaaahhhh!!!!!!!!
(Cut to Grand Kai)
Grand Kai: Whoa! I feel like I'm in a dingy in the ocean and Goku's a hurricane.
Pikon: (Yelling at barrier) MINDLESS BARRIER! WHACKED OUT WALL! I HATE YOU!
Goku: (Looking at Mini Janempas) Hah. Heh. Heh. They're actually kind of cute! Not much going on in those noggins though.
Mini Janempas: Janempa! Janempa! Janempa!
King Kai: (Referring to Veku) Oh no! What a fiasco! His port's bigger than mine!
South Kai: I know we were keen on Gogeta, but in this form, I'd say he's more of a Veku
East Kai: Veku the bloated.
West Kai: I have a book of names!
Grand Kai: It always takes a disaster for you four to be nice to each other.
King Kai: Gosh. You're right.
Goku: The Fusion Technique is just like traditional fighting stance with water ballet. Without the water
Goku: (looks at Janempa) He doesn't look like a monster.
Janempa: Janempa! Janempa! Huh, huh, huh!
Goku: Wow! What power though!
Janempa: (Points to Goku) Janempa!
Goku: Me! You want to fight me!? Yay! Woo-hoo!
Vegeta: If I live - it's hell. If I die - it's hell. That leaves me no choice. I'll do it. I'll do the stupid Fusion.
Goku: Janempa. You act all innocent, but you are dangerous.
Janempa: Huh, huh, huh! Janempa! Janempa!
Goku: Aww come on Vegeta, you should be proud you kept your power level the same, even though you didn't have a body to train in.
Vegeta: Don't belittle me with your pity Kakarot. I don't know about you but the after-life for me sucks.
Veku: Janemba, you leave me no choice but to use my rabbit feet technique! (runs away)
Janemba: (stares blankly) Grrrrr! (chases Veku)
Trunks: Goten! Here it is! I found it! The four-star ball!
Goten: Yay! (laughs) Let's see!
Trunks: Check it out! The last one! Cool, huh?
Goten: Yeah, no one can hunt Dragon Balls as fast as we can! Ha ha, we're the best! (golf ball hits him) Ow! Whoever did that is mean!
Trunks: Any day now, Goten! Come on!
Goten: I'm coming. I'll hide it, serves them right. (puts ball in golf hole)
(cuts to old man)
Old Man: A hole in one! After all these years! (begins to cry)
Gogeta: I am not Goku or Vegeta; I am Gogeta! It's over, Janempa! I've come for you!
Gotenks: Kamikaze Ghost Attack! Line up! Ghosts ATTACK! (ghosts blow up soldiers)
(after Goku and Vegeta fuse correctly)
Goten: Hey, our dads fused!
Trunks: Yeah, let's join 'em!
Both: Fusion, HA!
(Gotenks stands ready)
Woman: A ghost! Grandpa's ghost! H-have you come back to tell us something?!
Ghost: Oh no, and it's funny. I remember dying, but I don't feel dead. Ghosts can't have stinky feet, can they?
Woman: No, you're alive!
Michael: Juliana! Ohhoho, it's really you!
Juliana: Michael, is that you?
Michael: Of course it's me, darling!
Juliana: Oh, you look so old. What happened?
Michael: My love, you died 60 years ago! Can't you cut an old guy a little slack?!
Mr. Satan: Yeah, I did it!
(thinking) Haha, I don't believe it! Finally, an adversary that I can really beat!
This is monumental, what an opportunity! Where's the stinkin' press? Those vultures are never around when you need them! Hey, what do you think you're doing? (punches out zombie) There's no sense wasting my punches here. I need to do this where people can see me! (turns to leave with several zombies following him)
Great Saiyaman: You don't recognize me, but I'm no stranger. I fought you on Namek years ago!
Frieza: What's that?! Ah, you're that little brat, aren't you?!
Great Saiyaman: I see that you've forgotten my name. Allow me to remind you. (removes disguise) I am son of Goku, guardian of all that is good-- Gohan! (does a series of poses)
Videl: Well done! Remember that one, Gohan!
Gohan: It's Frieza!
Frieza: A common stranger knows my name?
Great Saiyaman:(blows up a crowd of zombies) Yeah! Chalk up one for peace and justice!!
Trunks: This guy is too much. He can't read the writing on the wall.
Goten: He's funny!
Trunks: Hey, let's give him a little scare and turn into Super Saiyans! (they both transform)
Hitler: Blond hair, blue eyes, super strength... I should be recruiting them.
Hitler: Achtung! This is your new ruler speaking! Surrender or die! Hahaha, I love this! It's been too long! Do not resist! This country now belongs to me!
Trunks: That guy's nuts!
Goten: Hey, you can't call dibs on a whole country!
King Yemma: Pikkon! You'd be through already if you weren't taking a break every two minutes!
Pikkon: You ungrateful tub of lard!
Pikkon: (trying to break through barrier) Not even my super energy bomb has an effect. Darn you, you stupid, stinking barrier! (barrier cracks) Huh? You've got to be joking! You can take my blasts, but not my harsh words?! Could such a phenomenom even be possible? Huh... I guess there's only one way to find out. Dirty Barrier! You smell like a trash heap! Yeah, that's right! (pause) That's strange. It cracked the last time I railed on it. It must have been a coincidence. (a larger part of the barrier craks) Hmm... maybe not.
Vegeta: There are some things a warrior just can't do! I'd rather die!
Goku: You've been dead. Didn't you just say that anything was better than life here?
Pikkon: You're part of that insidious barrier, aren't you? ...Which means you must have the same weakness! (Janemba rushes him) Disgusting freak!!
(Janemba's skin begins to shatter)

This is the only story (albeit non canon) to date, that the fusion technique was successful in eliminating the enemy.
The Juliano (Juliet) part with Romeo is cut out of the Toonami airing of this movie for some unknown reason.
In the Toonami dub all scenes relating to Hitler have been cut out.
Fusion Reborn airs in November 2006 and Wrath of the Dragon airs on the second of December in 2006 on Toonami.

Because of Toei rejiggering some facts, this movie makes some sense to the GT timeline. In one of the last episodes of GT, Vegeta not only knows about the Fusion Dance, but performs it perfectly on his first try too. This wouldn't have been possible if it weren't for this movie. However, GT still has an endless supply of other plotholes.
Goku mentions Majin Buu in this movie. He tells Janemba that he is the only other foe aside from Buu to make him go Super Saiyan 3.
Captain Ginyu is seen only as a frog, meaning he died when he was on earth.
Not only Bojack and his crew, but we also get to see Frieza, Burter, Reccome, Jeice, Guldo, Cooler, Garlic Junior's henchmen from movie 1, Frieza's Army, and Dr. Wheelo's henchmen.

Janemba has very many characteristics of Buu.Both absorbed carefree people to reach their first form such as Dai kaio and Majin Buu, & the teenage ogre Saike & the evil of the history of earth combined(Janemba).Both were once sealed away deep in a sacred area. Both have a first form where they are big fat, can only say their name, stupid, have bulgy eyes, and force Goku to turn SSJ3. Both turn into a new, stronger creature who can stretch their arms, beat Vegeta effortlessly, skinnier, dont say their name as much as the first form, but laugh more, and have no eye brows. Also, both creatures could only be overpowered by fusion between Goku and Vegeta (minus Kid Buu and the spirit Bomb)
A game for the PSP called Dragon Ball Z Shin Budokai is based on this movie.
The transporting ability Janemba uses to attack is sort of like the power of the golden tiger claws in Xiaolin Showdown, which can transport anything or anyone to any where the user thinks of.
Janemba's mutating the worlds allows dead people access to the Living World. Of them were the well known Count Dracula, Romeo and Juliana (a spoof of Romeo and Juliet), and the Dictator and his army (a spoof on Adolf Hitler).
