Yeah, I asked that myself a few times. The only explanation I can think of is that since all the signals are being transfered through space through millions of miles (past the speed of light) to various places in the galaxy, maybe it is simpler to send and recieve black and white pictures in order to have good quality, than to complicate trying to get color and sacrifice the picture. The 24th and 1/2 century is not without its bugs.

*Blinks*...I have no idea why. But maybe , cause black and white is a bit easyer and faster to do.The animators mostly likey didn't waste time on the TV's in the show.

That's another reason. Maybe they're black and white to spoof old sci-fi tv shows. I mean, being in the future with space ships and aliens, but can't even manage a color screen. Just like those old sci-fi shows where they still use video cubes and computer punch cards unstead of laser discs and computer ships. Old fashioned tech in a supposedly new tech society.

The reson may be to make what is showing stand out from the rest of the picture. Why they do it is a question for someone in the field or from the show.
