Why would Hal Jordan have his ring stored with his Green Lantern outfit if he had it dry-cleaned? Furthermore, why would he have his outfit dry-cleaned in the first place, if the outfit is more or less part of the ring? (See the end of the episode.)
Even though Duck Dodgers is set in the 24th Century, all of the Green Lanterns shown (Hal Jordan, Guy Gardner, Kilowog, Katma Tui, and Ch'p) are all from the 20th-21st Century as is the GL villain Sinestro. Ganthet's presence is understandable since Guardians are immortal.
DD: In blackest day or brightest night ... Watermelon, cantaloupe, yadda-yadda ... Erm ... Superstitious and cowardly lot with liberty and justice for all!
DD: With great power comes a reasonable amount of power abuse.
GL Dodgers: (to Sinestro) You know, in real life, you really do look like the devil! Sinestro: Yes, well, I get that, um, a lot.

One of Sinestro's robots, after ordered to check out the attack droid, says "by your command" which is what Baltar's robots used to say to him after being given an order on the old 70's show Battlestar Galactica.

Every Green Lantern, even the ones seen briefly, come from various issues of the Green Lantern comic books over the last six decades. One quick shot shows the human GL's: Guy Gardner and Justice League's John Stewart.
John Stephenson (Ganthet) is one of those actors who have been around for decades - he also did various voices on the Super Friends TV show, which featured the Hal Jordan Green Lantern.
This episode also features a reference to the rock band Rush. When Duck enters the enemy base, the robots open "Red Sector A", allowing Duck to enter. "Red Sector A" is a song from Rush's 1984 album, Grace Under Pressure.
Spider-Man and (indirectly) Batman ("Criminals are a superstitious, cowardly lot...") are also referenced.
The show makes an in-joke reference to the Super Friends - the Lantern insignia swoops in as a shot transition, using the same music as the Super Friends logo did when they transitioned to a new scene on the early Super Friends episodes.
Samurai Jack makes a brief cameo appearance - look at the suspended GLs in the last shot before they are freed. One GL, just to the right of Guy Gardner, is wearing a familiar broad-brimmed samurai hat, although most of his distinctive features are shadowed.
