Ed and Eddy only altered one report card, but after Double-D puts up the cardboard cutout of the principal, both report cards have been altered.

This is the fifth appearance of the Urban Rangers (Rolf, Jonny, Plank and Jimmy).
We learn that Ed, Double D, and Eddy are all in 6th grade.
We learn that Ed and Eddy aren't doing well in school, hence why they tried to sabotage Edd's chance of sending the report cards to their parents.
Rolf earns the Report Card Delivering badge, after sending the parents of Ed and Eddy their sons report cards. Edd somehow handled Rolf the cards knowing Ed and Eddy would get their hands on them.
This is the 1st time that the start of the episode has something to do with the plot of the epsiode.

Double-D: Mary Poppins In "Mission Ed-Possible", when Double-D grabs the umbrella, he lifts off into the air. This is a direct allusion to Mary Poppins, who got around on a floating umbrella.
