As clumsy as Steve was, it is amazing he never had an accident, unless if you count the time he crashed while drag racing with Laura's boyfriend, Curtis.

And in the Florida episode where he's driving the van and he crashes into the luggage cart at the hotel and all the suitcases get messed up. Why on earth would Carl let Steve drive if he's very accident prone?

Carl wanted both his hands free to eat hotdogs and donuts.

Steve's car was hilariously funny. Carl's reaction when he first sees it sums up mine as well.
