Ben actually doesn't consent to wear the hairnet. He only wears it when he thinks that the lawyer there to see Felicity and Javier is the health inspector. When he finds out that she's a lawyer, Ben promptly removes the hairnet and never wears it again.

After this episode, recurring star Ian Gomez left the series to become a regular on TV series Norm. He returned (on a part-time basis) at the beginning of the second season after giving up his recurring role on The Drew Carey Show, and became a regular in season 4.

Pretty Woman is the 1990 romantic comedy starring Julia Roberts and Richard Gere, about a business proposition between a successful businessman (Gere) and a prostitute (Roberts) that inspires to spark an unlikely love.
The scene that Javier is referring to is the one between Gere and Roberts just before he takes her to the opera. He offers her a diamond wreath in an open jewelery box, but as Roberts reaches to touch it, Gere playfully snaps it shut, to which Roberts responds with a flirty hysteric laugh.
