America has the world's highest incarceration rate. As a culture, we're clear on whatconstitutes punishment but have little consensus or care going into reform.Sometimes "innovation" is just a way out. A redirection. Compassion; patience.NOE is an ex-gang member in his late 20s who is just out of prison and has neverheld a job. He might never get one, given the tattoos that cover his body and face.But without a job, he has no training.
