Herbert is obviously a greedy idiot. That's why he increased the charges by $12.
Herbert tells Garfield that the "free" elephant repeller has a $2 handling charge, a $5 delivery charge, and a $9 restocking charge; then he says Garfield owes him $28. If those are all the charges, then Garfield only owes him $16.
Jon: What did you buy this time? A life-size statue of Leonardo da Vinci made out of elbow macaroni? Garfield: Don't tell me we already have one!
Jon: If you buy one thing while I'm gone, no lasagna for the rest of your life!
Jon: Garfield, you have to stop buying everything you see! Look what you bought this week: an indoor plastic birdbath; a twenty-seven-year supply of dental floss; a battery-operated battery changer that's only good for changing its own batteries!
Jon: Garfield, what piece of junk have you bought this time? Herbert: It's a laser-powered elephant repeller. The best one made. Jon: There isn't an elephant within a thousand miles of here! Herbert: See how good it works?
