Cobra takes advantage of General Hawk going to a NATO meeting in Europe and infiltrates the Department Of Defense's computers and promotes Lifeline, Dial Tone and Shipwreck (who's not even in the army) all to the rank of Colonel. The three can't cooperate and are not quite officer material which creates utter pandemonium at G.I. Joe Headquarters. Cobra capitalizes on the situation and attacks a research lab near the Joes' base. The Joes are defeated easily and fall back to Joe HQ. Hawk arrives in the nick of time and organizes a counter offensive, pushing Cobra back.moreless

This is one of Cobra's most effective plots yet. No McGuffin devices like a MASS device or satellite to destroy the world, but a simple idea to create a disturbance with the Joes.

They promote the three least ideal Joes to Col which put them in second command of the Joe forces with Flint and Duke. Cobra promotes Lifeline, who is a complete pacifist, Dialtone, who is a tech guy with big ideas, and Shipwreck a lazy loud mouth who isn't even in the army.

The plan works perfectly. Shipwreck lets the power go to his head, Lifeline has all weapons turned off for practice maneuvers, and Dialtone tweaks the Havoc's missiles so they will home in and turn around if they miss the target.

Cobra leads a raid on Joe base and nearly wins till Gen. Hawk shows up and leads the Joes to victory.

The episode is fantastic in showing how the right people in charge can be crucial to victory while the wrong ones can be almost fatal.moreless
