Joseph Stalin was the leader of the Soviet Union from the mid-1920s to his death in 1953 and General Secretary of the Central Committee of the Communist Party of the Soviet Union (1922-1953), a position which had later become that of party leader. Stalin's rule was characterized by a strong cult of personality, an extreme concentration of power, and little concern for the lives of people. Millions died under his rule and the gulag labour camps were established by him. Stalin is generally considered one of history's most evil rulers along with Adolf Hitler.
