    He's considered a recurring character. So he's not gonna be in every episode, probably around half maybe?

    Correct. Bill Cobb is only in a recurring role being his name appears in the end credits instead of the opening credits with the others. Also a likely factor is that he's the oldest of the cast and probably can't be on the show as much anyway for possible health issues given his age.

    Bill Cobbs (the "blind" guy) is returning in the episode following "Dinner Takes All". He's a recurring character so he's not going to be in all the episodes.
