In "Kiss of the Spiderman," Frank describes his activities over his entire life. Not once during that time did he mention his envolvement in the military, which, in this episode, he says he spent several years in.

Penny obviously refers to Oprah Winfrey's Dr. Phil, who has also garnered his own T.V. show, wherein he helps people with their problems.
Penny: Fonzie, Potsie. Potsie, Fonzie.
Obviously playing off of Jake's joke about her date Adam resembling Fonzie, Penny introduces the two as Fonzie and Potsie, two characters on the comedic sitcom 'Happy Days,' which followed young Richie Cunningham, his family and his friends, as they explored the ups and downs of the fifties.
Arthur 'Fonzie' Fonzarelli was the cool, womanizing hotshot, while poor Warren 'Potsie' Webster was usually the bud of a great deal of jokes.
