The rain in Spain falls mainly in the plain this whole starting scene is a copy from the film My Fairy Lady (1964) where a upper class professor (Rex Harrison) bets that he can turn a cockney street flower seller (Audrey Hepburn) into a presentable young lady. Blair imitates Audrey Hepburn trying to perfect the verse in an upper class English accent. Hepburn perfects the saying and the professor says "by George she's got it!" and they sing happily. Hepburn then attends the races with the professor and she is wears the dress Serena is wearing when she says the line.
Serena: I love Claude Lelouch.
Claude Lelouch is a French actor and director. His most famous movie is Un homme et une femme. He certainly doesn't have anything to do with "romans de gare" as Serena mentions it.
