Oliver's back on his soap box, delivering fiery patriotic speeches after getting a bill for the State Farm Unattached Duty Tax. No one in Hooterville seems to know what the tax is for, so Oliver tries to contact his assemblyman. That's when he learns Hooterville hasn't held an election for one since 1922.
