Harry: The Great Ape Protection Act was reintroduced to Congress in 2011.
The Bill Harry is referring to was introduced on April 13, 2011 in the Senate by Sen. Maria Cantwell (D-WA) as S. 810 and in the House by Rep. Roscoe Bartlett (R-MD) as H.R. 1513. The Bill's formal name is The Great Ape Protection and Cost Savings Act of 2011. It was known as The Great Ape Protection Act the first two times it was introduced in 2008 and 2009.
It's purpose is to (1) prohibit all invasive research on great apes, including chimpanzees, (2) prohibit the government from breeding chimpanzees for research purposes, and (3) require the retirement of Government-owned chimpanzees to sanctuary. It says nothing of personhood as portrayed in this episode.
