This is an in-joke during a pedicure that Kelly had to give to Regis during an episode of Live with Regis and Kelly where Kelly lost a bet. While she was removing Regis' shoes, she made constant jokes about how long and ugly his toenails were.
Hal: Wait! I haven't plugged my CD yet! Regis is, referring to his Christmas CD that he constantly plugged from September to December of 2005 during Live.
