Harm: Well, I was just happy we're still speaking.
Francesca: But I was hoping for more. (she kisses his cheek) Ciao.
Bobbi Latham: (as Captain Murphy tucks a coin in her pocket) What's this for, luck?
Cpt Murphy: No ma'am, that is a 500 lire coin. You'll need it if you have to punch out of that aircraft. Once you hit the ground, assuming you can still walk, just find the nearest phone booth and give us a call... collect.
Bobbi Latham: I love a man with a good sense of humor.
Chegwidden: (referring to their contact in Italy) Murph is one tough nut.
Mac: Sir?
Chegwidden: When he was the CAG on the Coral Sea, his men were always first in the fleet. He never met a pilot he didn't like, or a lawyer he didn't want to throw overboard. (laughs evilly) Good luck.
Bobbi Latham (in the F-14 with Harm): Tell me something. Where can I sign up for flight training?
(Discussing a flight re-creation)
Bobbi Latham: I can clear the airspace. You can get us an F-14.
Harm: Us? Forget about it, Congresswoman. You have no idea how dangerous and violent a maneuver like that is.
Bobbi Latham: Harm, I come from some of the toughest streets in Detroit. I can handle whatever you throw at me.
Harm: Francesca, how do you go to war with aviators who don't have the skills to fight?
Francesca: But this is the thing, Harm. Those people who lost their lives, they were civilians. They did not ask to risk their lives.
Harm: These men are preparing to go to war, Francesca.
Bud: They have to train under difficult circumstances.
Francesca: Okay, but why do they have to fly so low they scare the sheep?
Harm: To avoid detection from enemy radar.
Francesca: But you see, we are not your enemy, and the sheep, they have no radar.
Lt. Gordon: Tell me, Commander, how do I get past the fact that I've killed innocent people?
Harm: You learn to live with it, mostly. Then just when you think you have it tucked away in some little compartment in the back of your mind, something will come along to remind you of it. But you can't second-guess yourself, Lieutenant. You have to believe that what you did was right.

When Bobbi Latham wants to accompany Harm during a flight re-creation, Mac says, "I hated it." She was probably referring to the incident in the episode "Blind Side" when she accompanied Harm on an F-14 flight that frightened her and made her airsick.
Admiral Chegwidden refers to a previous incident in Italy where a Marine aircraft clipped a cable-car wire and killed 20 people. He was describing an actual 1998 incident at the Cavalese ski resort. The Marine pilot, Richard Ashby, claimed that he didn't know he was flying so low and that the maps of the area were inaccurate. He was acquitted of manslaughter in a court-martial, but he was convicted of obstruction of justice for destroying a tape of the flight.
Congresswoman Bobbi Latham jokes that the only thing that scares her is "a one-on-one meeting in the Oval Office." This was a quick reference to then-president Bill Clinton and the Monica Lewinsky scandal.
