Victor Galindez says that Major Lasley is, "a Teflon man, nothing sticks." This is a possible reference to John Gotti, the Mafia don who used to lead the Gambino crime family. He was nicknamed the Teflon Don because he managed to avoid conviction for many of his crimes. His luck eventually ran out though and he died in prison in 2002.
