This episode continues two trends that had developed in season 10. First, large portions of the cast make little or no appearance in the episodes. Harm and Jen Coates are seen only briefly and Cdr. Sturgis Turner not at all. The other trend is that the locale is not in the U.S. This time instead of the Middle East they are in the Far East.
No courtroom time and no U.S. sailor being investigated-again. The roles and responsibilities of JAG have exponentially expanded over the year and now that includes hostage negotiation with pirates. You read that right. The episode was probably written as continuation of some future relationship between Mac and Vukovich that was not developed due to the show being cancelled. The pirate stuff was OK.
The pleasing part of the episode was the humanization of the general for once. While Bud was reluctant to invite him to the twins birth celebration it added a lot to understanding the man. His wife was a little too sharing with info but the special part was his daughter Cammie. Again it appears roots are being laid to develop a relationship between her and Mikey but they just didn't have time to make it work.
