Agreed that it's subjective. There are way too many factors to weigh
- Accomplishments: short term (saving people from muggers, saving people from fires, etc)
- Accomplishments: long term (paradigm changes, inspiring other people/heroes, etc)
- Has their mere presence caused problems long-term
- The effort required
- Morality
- Personality - does the hero relate to the public? Is he friendly to them?
- Have they ever fallen? (figuratively or literally)
- Did they have to work hard at coming back from a fall?
- Probably dozens more characteristics
Everyone will weigh these things differently, some will ignore entire characteristics, and some will have opposing views on whether an increase or decrease in a characteristic makes the hero better or worse.
Maybe 5 years ago there was a Superman/Batman comic. Batman said something like
You're an architect Clark. You're building a future. I'm a fireman. I put out fires as best I can, and then move on to the next one
In the grand scheme of things, Clark might be doing more. But which is more impressive? That's up for individual opinions
