Black Moon is said to have no connection to The Collective, but Black Moon's representative, Mr Piket was the man being guarded by O'Brien and Nikita. It must be that the Black Moon delegate at the real meeting refused to join The Collective.
The cover mission when Nikita retrieves the shadow disc is against Black Moon, who have no connection to The Collective. But the mission in Vilnius is against The Collective.
Goof
In the previous episode, which ends just where this episode begins, Mr Jones was listening to opera. When Nikita walks into the room, there is no longer any music playing, and Jones is too deeply absorbed in his book to have shut it off in a split second with a remote.
Mr Jones: (after Operations and O'Brien are both cleared) When is a mole in Section not a mole in Section?
Nikita: A riddle?
Mr Jones: No, no, no. It's just a new approach, I haven't worked if out yet.
Graff: So, you're really here to join us. (extends his hand to shake)
Michael: There's a condition.
Graff: Yes?
Michael: There's a Section operative named Nikita. She's not to be harmed. If you want my help, that's the price.
Graff: All right, Michael Samuelle. Nikita will live, and Section will die. (they shake)
Graff: I thought they cancelled you.
Michael: They failed.
Graff: How did you get your information?
Michael: I know them better than they know themselves- protocols, procedures, contingencies. I helped create them.
Haled: So, it's all been guess work. What you thought they would do.
Michael: Yes. My guess work is better than your intel.
Nikita: (referring to O'Brien) He's not the mole.
Mr Jones: Why, because he says so?
Nikita: Because I believe him.
Mr Jones: Nikita, we already know the next strike will be the most ambitious yet. We cannot afford another mistake.
Nikita: You ask me to trust you. How can I when you will not trust me?
Nikita: Seven years ago, you had me framed for murder and brought into Section.
Mr. Jones: Yes.
Nikita: Why?
Mr. Jones: I'll call it genetics. It's quite clear that you had the ability to succeed. You belonged in Section.
Nikita: Nobody belongs in Section.
Mr. Jones: Nobody wants to be in Section. There is a difference.
Mr. Jones: At last we meet.
Nikita: And you are?
Mr. Jones: Well, just call me the real Mr. Jones.
Nikita: I need more than a name.
Mr. Jones: Very well. I'm the big cheese, the man behind the curtain, King Tut whatever you want. Now, if we have both finished gawking, perhaps it's time we got down to some work.
This is the final appearance of Marco O'Brien, played by Stephen Shellen.

The episode's title is a reference to the Wizard of Oz, who tells Dorothy to pay no attention to the man behind the curtain after she sees through his illusion of powerful magic.
