When Victoria prepares to shoot Phillips, there's clearly no bullets in at least three of the seven chambers of her gun. There's no reason she'd be carrying a half-empty gun in a situation where she plans to shoot people. She's only fired one shot to date, which means even if she forgot to reload there should only be one empty chamber.
Harry: I don't think we're going to make it to that game.
MacGyver: Come on, Harry, be positive.
Harry: I'm positive we ain't going to make it to that game.
Harry: What the hell's going on? Why are they shooting at us?
MacGyver: I guess those tickets are hotter than I thought.
Fred: That's the bomb? It looks like a little suitcase.
Victoria: Yes, well I find it more convenient then a brown paper bag. What's your name, anyway?
Fred: Fred—but you said you didn't want to know our names.
Victoria: Yours I want to remember.
Fred: Why are you doing this? Just for the money?
Victoria: No, Fred. Not just for the money. For the chance to work with pros like you.
Victoria: Normally I wouldn't have to tell anyone this. But stand very still.
Fred: You mean it could go off? (Victoria glares) I'm a statue.
Phillips: What's the idea?
Victoria: My agreement with the Liberation Front is that you're all expendable. Besides that, you annoy me. (shoots him)
MacGyver: When I was about ten, I got my first chemistry set. I've been a beaker-and-test-tube nut ever since. My mom said I was gonna come up with a formula that would either improve the world or blow up the house.
Harry: (Referring to the lab at the Phoenix Foundation.) Some of these gizmos look like they're straight out of Flash Gordon.
MacGyver: Oh, we passed Flash Gordon years ago.
Harry: Remember when you were a kid that winter, I taught you how to skate backwards?
MacGyver: Oh, I can't forget it! I spent the whole winter on my butt! (laughs)

The title was misspelled in the opening credits as "Phoenix Under Seige". This was corrected for the DVD release.
