In response to the date comment, and the colonel being married in 1916, this likely means 27 is the proper date, and in the "38" episode they meant 28. However, it's also possible he got his parents' and her parents' consent - if he joined up at 17 he could still have been just 17 when he got married. Or, though this isn't really like him, it's possible he got Mildred pregnant, and he had to, as it were, at only 15 or 16. Again, though, doesn't sound like him.
