In order for people of sound mind to deal with the Belvedere scourge, it is important to assess it's hold on the population of the known universe. With a good valuation of those imprisioned by it's sick, dark stranglehold efforts can be made to aquire the appropriate counter measures to control and hopefully eliminate the effects of Belvedere on it's victims; such as counselling and brain surgey.
