The mark that Jiraiya draws on Naruto's palm is the same as the marks on the pink kimono worn by Haku in episode 12 when he meets a sleeping Naruto in the forest while picking herbs.

If the hairs on a ninja's head grow rightward, then that ninja spins chakra clockwise, and visa versa.
Jiraiya instructs Naruto to go through three phases to fully learn an A-rank ninja technique. The First Phase requires the bursting of a water balloon which focuses largely on learning how to spin chakra within a medium. In this case it is a water balloon. The Second Phase requires the bursting of a rubber ball. This is much harder than the first since the ninja can't imagine the twirling directions of Chakra. This phase requires power. The Third Phase is unknown at this point. This technique took the fourth Hokage three years to complete.
To break the water balloon, Naruto used his left hand to hold the ball and directed his chakra into the ball to churn the water in one direction, and he used his right hand to churn the water in many different directions.
