A US Naval Intelligence Officer has disappeared. He had claimed a Venezuelan politician with pro-American views and this has become a major threat to the US. NCIS: Los Angeles is brought in to the case when they realize the politician is at risk for assassination by the Officer. The team searches for evidence at a motel nearby where Dennis Chambers, the officer has all the details of Gutierrez's, the Venezuelan politician, arrival in Los Angeles. Gutierrez had planned the one day trip to LA to attend a fundraising event.
Chambers' superior informed the team that Chambers strongly believed that Gutierrez was actually hiding his hatred for America. This would bring a huge threat to American security should Gutierrez be elected. Kensi and Deeks head out to the field to investigate. They go to the home of Chambers' ex-wife. They tell her that he has disappeared and as they deliver the message they are nearly run over by a pick up truck. This truck matches the description of the truck that had picked up the last person to meet with Chambers, a day laborer, who was found murdered.
All of the team's evidence points to Chambers being an assassin. All this changes when they learn that he had been kidnapped by members of Gutierrez's security team. The security team had intended framing Chambers for the assassination. The team goes undercover, with Callen at the lead, at the fundraiser. They need to catch the actual assassin before a strike is made. Using Chambers as bait, the NCIS: LA team take down the security members who are behind the assassination plot all without Gutierrez ever learning that his life was ever in danger.
