A seaman is found murdered with his ex- fiancé nearby with blood on her. But while Ducky is looking at the crime scene, he is attacked by a crazy lady with a knife and she manages to cut his hand. They find out later that the woman is Ezmaray, who has fled to the Afghani embassy for protection. They go to the embassy to take her in and she charges Ducky with war crimes, saying that he tortured and killed her brother, Javid, in Afghanistan in the early 1980s. She had seen Ducky in the streets and angrily tried to take matters into her own hands and exact revenge.
Gibbs does research and finds out that Ducky had really tried to save her brother who was actually tortured by others in the military. Ducky said that Javid was innocent but Jerek, the man torturing Javid, continued torturing him, so Ducky helped Javiddie to ease his pain. Ducky is heartbroken with what happened.
Gibbs works with the Afghani ambassador to steer clear from an international incident and come to an acceptable decision. The Ambassador tells him that no charges will be pursued and that Ducky's free to go. Gibbs says he's forgiven, but Ducky still feels guilty for what had happened.
