Tommy Hill was on his way into his naval service homecoming party when he suddenly drops dead on the ground. He had suffered from multiple stab wounds. The NCIS team is on the case. One thing they learn about Hill is that he was a well liked person. They speak with his foster parents and foster sister and they all insist that he was a good kid while he lived with them.
McGee and Ziva work on tracing the blood from the body at the house. The trail leads them a block away and they find a cell phone. Back at the lab, Ducky works on the autopsy. He finds sedatives in one of the wounds. This new evidence has the team thinking that that the stab was an attempt at kidnapping rather than a murder. McGee and Ziva return and find not one but two syringes at the scene. They take them to Abby who is able to find a match for the fingerprints on one of the syringe. The prints belong to Curtis Beane, an ex convict who works at a taco joint in the area. The joint's manager, Hank Galvaston, says that Beane has been missing for a few days.
Abby is still unable to unlock the password on the found cell phone but manages to get in to the victim's laptop. She uses the GPS on the laptop to uncover different locations in the US and overseas. Tony and McGee follow the information to one of those locations where they find a case of cash. Abby finally unlocks the password on the phone where they find a large number of photos of Lindsey, Hill's foster sister. The team believes that she was the actual target and not Tommy Hill.
Beane resurfaces at the taco joint but dies of an overdose before the NCIS team is able to question him for information. The rest of the team start investigating Lindsey's past. Her life is not quite like the picture she paints for foster families – a high school senior who had escaped from an abusive household. She is actually a twenty-seven year old woman who uses that story and tells it to many families and then leaves as soon as she "turns 18." She sticks to this story when the NCIS team questions her but the also find a waffle shaped burn on her. They return to question Hank Galvaston. It turns out Hank is Lindsey's uncle and he had abused her. Lindsey took money from Hank and ran away. Killing Tony Hill was actually an accident when Curtis was just trying to get the money back from Lindsey.
