As an insult, this cuts two ways. On the one hand, Webelos is the highest rank in the Cub Scouts, which puts McGee at the top of the junior ranks. On the other, a Webelos is still short of joining the "real" Boy Scouts, and thus subordinate to the lowest Scout rank, Tenderfoot. Originally, the consonants in Webelos stood for the original Cub Scout rank progression of Wolf, Bear, Lion, Scout. When the Lion rank was discontinued in 1967, a new "bacronym" was created: We Be Loyal Scouts. The rank is rather obscure, indicating that DiNozzo (and the writer doing his dialogue) were probably longtime Scouts.
