      Tom: Supply and demand. It's a simple equation. The price someone is willing to pay for a commodity varies with how much of it is around or how badly they want it. I can understand that. What I don't understand is when this equation is applied to cocaine, then too often the price exceeds the value and most often it's paid in human blood.

      Frank: You here already? How come you seem to arrive here before we do these days?
      Tom: I don't know. I guess we got more intelligence than you do.
      Kevin: My, my.

    • Colby: Lieutenant, that was forensics. They said all the slugs came from the same weapon.
      Freddie: They don't think one guy did all that damage.
      Colby: That's what the man said.
      Kevin: Well that makes it a lot easier then doesn't it? All we have to do now is just put out an APB on Rambo.

    • Gomez: Those detectives we met tonight, do you trust them?
      Jefferson: Giambone and O'Brien? As much as I trust anybody. Why?
      Gomez: Where I come from, a badge is no guarantee of honor.
      Jefferson: Yeah, well we got problems here too. Bottom line is one cop covers another one's bacon.
      (Gomez laughs)
      Jefferson: What's so funny?
      Gomez: Nothing. I just keep forgetting the value people still have here for human life.

      Tom: The war on drugs: it's an uphill battle because only one side has to play by the rules. Tonight two drug lords were put out of business and that should be a success in anybody's book; unless you examine how it was achieved. When one of our side throws away the rulebook, everyone loses.

      Rambo refers to John James Rambo, a character from the movies First Blood (1982), Rambo: First Blood Part II (1985), Rambo III (1988), and Rambo (2008). Sylvester Stallone plays Rambo, who is based on the character created by David Morrell in his novel First Blood. The name has become synonymous for a person demonstrating heroism through extreme violence. The term has also be used somewhat derogatorily to describe someone who charges into a fight without planning and with no regard for personal safety.
