The detectives investigate a building owner, a retired fire fighter, who is accused of an aborted arson attempt in which his son is murdered. When it is determined that the man had no insurance and nothing to gain, the investigation shifts to a series of land deals in the area of the attempted arson. Meanwhile, in a continuation from the previous episode, a distracted and edgy Kevin deals with his split from Nikki.moreless

        Tom: Only a couple of hundred thousand years separate us from the animals, which may explain why the code of civilization we wear sometimes frays around the edges. Underneath we're still animals and maybe that's our better side. Somehow this thing we call civilization has managed to twist our instincts around about 180 degrees. Every other species runs from a fire, we set them.

      • (speculating on the cause of the attempted arson)
        Tom: Makes me guess this building was losing money.
        Kevin: Does yuor paper guesses?
        Tom: Well, no.
        Kevin: Then don't make them.

      • Lt. Hogan: I've been around a couple more corners than you have, so I have a right to ask. What exactly is going on with you and Nikki?
        Kevin: (nervous laugh) Nothing.
        Lt. Hogan: Than you're a damn fool. She's a better woman than you deserve.
        Kevin: That's what I seem to be finding out. You're talking to the wrong person Jim.
        Lt. Hogan: I don't think so. You know my wife left me twice. You and I share a job that has the highest divorce rate of any occupation in this country. That should tell us where the problem is.
        Kevin: What, I'm the problem?
        Lt. Hogan: You put up brick walls Kevin, thick brick walls. I've put up a few of my own.
        Kevin: I can't change the way I am.
        Lt. Hogan: You can't? There's a hell of a lot of room for improvement!

        Tom: Mike Turley spent his whole life saving lives. When he had every reason in the world to take a life, he couldn't do it. It has something to do with a man's humanity, his compassion. Those may be old fashioned qualities, but Mike Turley was an old fashioned guy. The city planning commissioners stood up on their hind legs and denied the permits to build the convention center. The decision has been appealed. And if the case is lost, it will be appealed and argued again. The syndicate has bought up most of the land and every month, they buy up more. They can afford to be patient. Commissioners change. People forget. Time is on their side.
