Probably seconds before S5 premieres. That's been how they've released the last three sets.
And do they spend the entire year of downtime developing fantastic extras and blooper reels or anything?
No. No they do not. You might get a couple extended scenes and maybe one or two featurettes and that's blorry well it.
Seriously. If you burned a homemade DVD of the season, you've pretty much saved yourself $60.

MURPH! Listen up! People can do that now and it's gonna cut into sales unless you IMPROVE Y'R DEMN' PRODUCT! Invest the time and effort because it wouldn't take much.
Hint: Rent the "Rescue Me" DVD set and look at all of the extra stuff you get with those things -- cast members interviewing fire-fighters, well-conceived extended joke sequences that were written specifically for digital release, bloopers galore -- seriously, fan-service in every direction. And even with all of that, not the spendiest damn' thing on the shelf. * fixes the N/T production team with a long, hard stare ... *
... and sincerely hopes someone calls the marketing department between now and then.
