As near as I can make out, the commissioner organizes elections and the supervisor oversees them. Maggie: So I have to submit everything for his approval? Ruth-Anne: Certainly not. Joel: Why not? Ruth-Anne: Frankly, she wouldn't stand for it and neither would I.
