Correspondent, Deborah Amos interviews California's inaugural Governor Gray Davis and Dan Walters, a political columnist at the Sacramento Bee, and others about the budget crisis facing many states. The majority of states are facing a miserable fiscal prospect. A 2003 report from the Center on Budget and Policy Priorities outlines the projected total deficit figures for the 2004 fiscal year. These total deficit figures are projected to be somewhere between $70 and $85 billion.
