Regardless of the outcome of the initial charges against Ian, once he assaulted the Marshals, escaped from custody, and held an FBI agent hostage, he was guilty of multiple serious felonies and should have expected to be sent to prison. So it's utterly implausible that a federal agent would think that there would be a satisfactory conclusion by taking the actions he did, even if he was exonerated of the murder.
