"What is Funny?" was based on a series of live-action promos Bill Burnett produced and wrote for HA! Comedy Channel (pre-cursor of Comedy Central). Fred Seibert, CEO of Frederator Studios, was also involved with the bumpers. Bill was also responsible for giving its predecessor it's signature name in the first place.
School children were the supposed hosts for the first season.
