The ongoing shutdown of the government in Pawnee has forced the closure of all of the town's parks as well as the discontinuation of many of the events that the city looks forward to every year. However, there is one event that Leslie will not sacrifice to appease the bureaucrats in Indianapolis: the Freddy Spaghetti concert for the children of Pawnee.
As all government offices and services remain closed until massive budget cuts can be implemented, Ron basks in the complete silence and tranquility of his now-deserted workplace. Leslie and Ann, however, refuse to remain complacent and devise a plan to work around the prohibition of holding community events in the city parks by holding the Freddy Spaghetti show in the lot which used to be the pit behind Ann's house.
Meanwhile, Mark considers his options as the government shutdown may continue indefinitely and new offers are being presented to him from other prospective employers.
