This was a very frustrating episode since it left loose ends, primarily with Dr. Rossi in jail and on trial for murder. The word on the street was that 20th Century Fox mandated this "non ending" due to lack of success for the reruns of The Fugitive. The Fugitive's failure in reruns was being blamed on the fact that the show had an "ending" and therefore the thinking at the time was that nobody wanted to watch the shows because they already knew the outcome of Dr. Kimball's search for the true killer of his wife. Of course, all this was long before series finales or season finales became popular. Although it is mentioned here that Paul Monash consulted with Irna Phillips regarding storylines, I read at the time (in Variety) that Agnes Nixon assisted in guiding a number of story lines and was said to have written a "bible" for the series. I am hoping through a contact at the studio to possibly find that bible and see if it had an "ending" to the series.
